Three years ago, in its 2010 Quadrennial Defense Review, the Pentagon identified climate change as a national security issue. It is, the review warned, a major “threat multiplier.” While climate change itself doesn’t cause war, it can amplify current - and volatile - conditions around the world. None of this is lost on new Secretary of State John Kerry, who takes the reins at Foggy Bottom after decades in the Senate, including a stint as chairman of the powerful foreign relations commttee.
